Actually it was specifically for meat entering China.  The sign was at the security check, and there was no information indicating that an exam was needed for flights to any other country.</description>

		<description>It gives the impression that any meat you take out of the country needs to be inspected by Japanese customs first.An export exam would check the meat leaving Japan rather than meat entering China would it not?Is it just that the Japanese are really worried about giving other countries all the good meat?</description>
